This is a one-piece scope base from Fierce Firearms for the company's Rival and Rogue short-action rifles, machined with 20 MOA of built-in elevation cant. That cant is the point: it tilts the optic slightly downward relative to the bore, which effectively hands you back a chunk of internal elevation travel in the scope.

For a shooter dialing to long range, that extra travel is the difference between reaching a target and running out of adjustment at the top of the turret. A one-piece design also guarantees both ring positions share a single machined plane, eliminating the alignment errors that two-piece bases can introduce.
